What Really is OHI on a IEP? or it called we don't where to put your children at form!

Hello all!
I'm new to this so bare with me, lol. Anways my son was said to have Aspergers at 8 years old and the school had him in a self contained class since he was little. He first started at Easten preschool was great but as you all know the fun runs out and they sent him to his district school which is norfolk...As it happened again the school wants to change his status form ED to OHI on his IEP but when I looked at the form in the meeting at Sherwood Forrest Elementary on Monday it said a group of disorders and the one that stood out was just his ADHD! Now he has ADHD/Aspergers...So can somebody explain this Please! Whats odd is one teacher, school psychologist, and ect all says his behavior isn't Asperger's Syndrome.....But they stick my sweet child in a self contained class which isn't where he belongs.... Now my other son who has ADHD/Bipolar does why do parents get the run around?
